On Thursday, the Environmental Protection Agency announced new guidelines to tighten regulations on fossil fuel-fired electric plants. The new EPA rules requires coal power plants to completely eliminate greenhouse gas emissions by 2039. NorthWestern Energy president and CEO Brian Bird says the EPA's decision will increase the cost of energy service and will jeopardize reliability.
