Reps. Matt Gaetz (R-Fla.) and Elise Stefanik (R-N.Y.) introduced a resolution Tuesday to formally declare Donald Trump did not engage in insurrection on Jan. 6. "We believe Congress has a unique role in making that declaration," Gaetz said. This comes days before the Supreme Court will hear oral arguments on whether states can exclude Trump from the ballot for inciting the 2021 attacks on the Capitol.
