Residents across San Diego County on Monday evening surveyed the aftermath of heavy rain throughout the day. Mountain View residents saw their neighborhood devastated by flooding that buried belongings in mud, carried away furniture and even moved cars. Further down the flood channel in Shelltown, residents said the water rose around 7 feet in 30 minutes. Crews rescued residents on kayaks. Flood insurance is covered separately from home insurance, and it can't be purchased the day or day after a flood. CBS 8 asked an insurance expert what to know about coverage. On freeways, drivers were stuck on northbound I-15 at 32nd St. for hours while Caltrans crews worked to unclog storm drains. The lanes reopened in the late afternoon. Storm drains also couldn't keep up with the rainfall on SR-78 from El Camino Real to College Boulevard. Lanes were shut down for most of the day. The westbound lanes have reopened, but a Caltrans spokesperson said they don't expect the eastbound side to reopen until Tuesday.
