John Kirby, the National Security Council coordinator for strategic communications, joined White House press secretary Karine Jean-Pierre at her briefing on Monday to address reporters' questions about flying objects that were shot down over the U.S. and Canada this month. Kirby said China has a "high-altitude balloon program" that's used for intelligence collection.
