The United States and other NATO countries are preparing to send a large package of weapons to help Ukraine fight back against Russian forces as that war enter its eleventh month. NATO allies have agreed to send new air defenses, vehicles and more, but the U.S. and Germany have voiced hesitation at sending their top-line tanks.
