The Biden administration plans to send to Congress as soon as Thursday a proposal for weapons and humanitarian assistance to Ukraine that would last through September. Russia said it stopped natural gas flows to Poland and Bulgaria, making good on a threat to cut off buyers if they refuse Russian President Vladimir Putin’s demand to pay in rubles.
