President Joe Biden cast doubt Thursday on his push for voting-rights legislation shortly after a key Senate Democrat expressed her opposition to the plan, a significant setback for the party’s defense of narrow congressional majorities in the November elections. And on the foreign policy front, talks with Russia to avert an invasion of Ukraine have failed to make progress.
