All government departments in Afghanistan's Helmand province are back up and running, the province's new Taliban-appointed governor has said. "All the departments are providing services," said the governor, Abdul Ahad, in an interview Wednesday in the provincial capital Lashkar Gah. Lashkar Gah was one of the bloodiest battlegrounds in the conflict and was captured by the Taliban on August 13. Ahad now runs the province where he lived for many years in hiding while fighting American and British forces and their allies. He said all governmental departments had remained functional from the day the Taliban took control of the area. The Taliban have said women will be able to continue their education and work outside the home, rights denied to women when the militants were last in power. Ahad said girls in Helmand would be able to attend school, subject to the conditions of Sharia law. But he rejected the education system run by the previous government, which he said was "set up by foreigners" and designed to "brainwash" students.
