Forecasters predict Elsa will be a hurricane when the storm passes Tampa Bay overnight Tuesday. The storm has maximum sustained winds of 75 mph as of 8 p.m., reaching Category 1 hurricane strength. Elsa could cause a storm surge in the Tampa Bay region of 2 to 4 feet, the National Hurricane Center said.
